\n Top aides to President Joe Biden have embarked on outreach campaigns they hope will help make his handling of\u00a0the Israel-Hamas war a defining element of his presidency \u2014 and his campaign for a second term, particularly if contrasted\u00a0with likely 2024 rival\u00a0Donald Trump.\n <\/p>\n

\n These\u00a0aides and others who have spoken with the president since Hamas\u00a0first\u00a0launched its attack on Israel\u00a0say\u00a0Biden sees\u00a0the conflict and the US response to it\u00a0as part of the\u00a0battle for the soul of America, just as he sees his presidency. He has brushed away calls, including from\u00a0an\u00a0few\u00a0inside the West Wing,\u00a0to consider the potential political liabilities of sticking to his support for Israel.\n <\/p>\n

\n To others hoping to get him reelected next year, though, it is also the latest example of\u00a0their claims that he is more in touch with what aides like to call \u201cthe quiet majority.\u201d\n <\/p>\n

\n \u201cI am\u00a0clear-headed\u00a0about the two-state solution and the Netanyahu government, but Israel needs support now,\u201d Biden said in a late October meeting with\u00a0Muslim leaders invited to\u00a0the\u00a0White House,\u00a0two people in the Roosevelt Room\u00a0recalled.\n <\/p>\n

\n Jewish voters across the country and in many battleground House districts are shaken. Muslim and Arab American\u00a0communities are furious. Many younger voters\u00a0who have come to identify with\u00a0the Palestinian cause\u00a0see a president who does not share their values. Feelings of betrayal run throughout.\n <\/p>\n

\n And Biden\u2019s reelection hopes lie in large part on winning states with large Jewish and Muslim populations, including Michigan and Georgia.\n <\/p>\n

\n CNN spoke with over two dozen administration officials and other Biden advisers, members of Congress, political operatives and activists on the ground who described both the president\u2019s mindset, how it has evolved and how it fits into the intense Democratic Party dynamics that the war in Israel has sparked.\n <\/p>\n

\n \u201cI don\u2019t think Joe Biden gives one damn about politics right now,\u201d said Tom Nides, who recently returned from serving as the president\u2019s first ambassador to Israel and has stayed closely in touch with the administration throughout the crisis. \u201cI don\u2019t think he\u2019s thinking \u2018out of step\u2019 or \u2018in step\u2019 with parts of the Democratic Party.\u201d\n <\/p>\n

\n National Security Council spokesman John Kirby told CNN that Biden was \u201cnot drive by politics.\u201d\n <\/p>\n

\n \u201cHe\u2019s certainly mindful of voices out there who have a different view than he does on things and particular details,\u00a0and he respects those voices and is doing outreach,\u00a0but he comes at this decision-making process from a principled place,\u201c Kirby said.\n <\/p>\n

\n Biden campaign\u00a0staffers\u00a0have been letting government aides take the lead in outreach\u00a0\u2014\u00a0an approach to distance Biden\u2019s foreign policy from the campaign. But Biden\u2019s coalition of\u00a0the\u00a0like-minded now runs from Vermont Sen. Bernie Sanders, who has stayed in touch with the White House\u00a0and\u00a0gave\u00a0a tempered floor speech\u00a0Wednesday that did not call for an outright ceasefire,\u00a0to Republican kingmaker Ronald Lauder.\n <\/p>\n

\n \u201cThe fact is, that he has done what almost no president has ever done, which is stand firmly behind Israel,\u201d Lauder told CNN in an interview. \u201cPresident Biden is a mensch.\u201d\n <\/p>\n

\n And while collaboration at the top levels is so high that Barack Obama previewed his long-written statement on Israel with White House aides to make sure they did not have objections, progressives on Capitol Hill tell CNN the issue has created internal cracks between\u00a0the leading Israel critics\u00a0among them and those who feel\u00a0those critics\u00a0have gone too far,\u00a0opening a rare\u00a0gap between\u00a0the \u201csquad\u201d\u00a0and the senator whom Rep. Alexandria Ocasio-Cortez calls Tio Bernie.\n <\/p>\n

\n One measure of how the issue has become tangled even among some of the most engaged Democrats was on display Friday during a reunion of Obama campaign alumni in Chicago.\u00a0At a live interview with the \u201cPod Save America\u201d podcast, Obama\u2019s assertion that \u201cwhat Hamas did was horrific, and there\u2019s no justification for it\u201d and\u00a0his condemnation of the long history of antisemitism were met with silence; his remark about how \u201cthe occupation and what\u2019s happening to Palestinians is unbearable\u201d was\u00a0met with cheers and applause.\n <\/p>\n

\n Secretary of State Antony Blinken and White House chief of staff Jeff Zients have\u00a0held\u00a0regular conversations with several senior progressive lawmakers, including a few who have been publicly critical of Biden\u2019s approach.\u00a0Not on any of the invitation lists:\u00a0Missouri Rep. Cori Bush and Michigan Rep. Rashida Tlaib, both forceful critics of Israel\u2019s actions.\n <\/p>\n

\n \u201cHe knows the issues.\u00a0He\u00a0knows the individuals. He knows what is the right thing to do, and what he believes to be the right thing to do,\u201d said former Delaware Sen.\u00a0Ted Kaufman,\u00a0Biden\u2019s longtime Senate chief of staff and friend. \u201cThat\u2019s what he\u2019s going for as he\u2019s searching for the right solution to the present crisis we\u2019re in.\u201d\n <\/p>\n

\n Most Democrats in Congress continue to stand with Israel \u2013 on a recent Democratic National Committee call, Massachusetts Rep. Jake Auchincloss described intraparty Israel critics as \u201coutlier members of the Democratic Party\u201d who \u201cdon\u2019t speak for the Democratic Party.\u201d But as discomfort grows,\u00a0Biden has stepped up his mentions of the toll that war has taken on people in Gaza and domestically \u2013 whether invoking \u201cmistakes\u201d made by the US in response to the September 11 attacks or noting during his Oval Office address the \u201ctragic loss of Palestinian life\u201d or joining the calls for a \u201chumanitarian pause\u201d in the fighting\u00a0after being confronted Wednesday at a fundraiser in Minnesota.\n <\/p>\n

\n Biden aides say they are paying attention to Democrats\u2019 growing generational divide over backing\u00a0for Israel,\u00a0pointing to the support they have provided to combat antisemitic incidents on college campuses.\u00a0But they are\u00a0also\u00a0warily\u00a0monitoring\u00a0developments\u00a0like how the Chinese government-controlled TikTok algorithm just happens to be prioritizing anti-Israel content on the\u00a0social media platform\u00a0preferred by many under 30.\n <\/p>\n

\n \u201cWhere this issue is has shifted so much in the last 10 years.\u00a0Where\u00a0the Democratic Party is has shifted so much,\u201d said a former Biden White House official\u00a0who is Muslim. \u201cThat\u2019s a new factor this administration has to grapple with.\u201d\n <\/p>\n

\n Rallying and reassuring shaken Jewish Americans
\n<\/h2>\n

\n Biden aides and others involved with\u00a0internal deliberations\u00a0over\u00a0the\u00a0past\u00a0few weeks describe a military and diplomatic strategy\u00a0that may have at times\u00a0looked like shifts and evolution\u00a0but\u00a0actually represented considerations from the outset. Biden\u2019s trip to Israel\u00a0last month\u00a0was about solidarity, but also\u00a0an attempt at\u00a0buying time to get hostages and civilians out\u00a0of Gaza. His rhetorical,\u00a0and then literal,\u00a0bear hug of\u00a0Prime\u00a0Minister\u00a0Benjamin Netanyahu,\u00a0whom\u00a0prior to the conflict he had refused to\u00a0host in the Oval Office despite nearly 50 years of knowing each other, was about sending a message to opportunistic adversaries\u00a0that the\u00a0US\u00a0deployment of aircraft carriers to the region wasn\u2019t\u00a0a feint.\u00a0It was also\u00a0a way of pinning Netanyahu into allowing aid trucks into Gaza and opening up border crossings.\n <\/p>\n

\n Likewise, aides say the calls Biden has been personally making to Arab leaders in the region to deliver humanitarian aid\u00a0and\u00a0help\u00a0get American citizens out\u00a0of Gaza\u00a0\u2014\u00a0as well as the meeting with Arab leaders\u00a0he\u00a0wanted to have\u00a0in Jordan as part of his trip to Israel\u00a0\u2013\u00a0have not been about shifting strategy in response to domestic blowback, but about responding to a dynamic situation on the ground there.\n <\/p>\n

\n Biden has done more than just reassure a swath of voters\u00a0worried about the\u00a0massive spike in\u00a0worldwide antisemitic incidents\u00a0by\u00a0repeating his story of\u00a0the late Israeli Prime Minister\u00a0Golda Meir insisting to him during his first year as a senator that the Israelis\u2019 \u201csecret weapon\u201d was\u00a0that\u00a0\u201cwe have nowhere else to go.\u201d Multiple Jewish leaders across the country\u00a0and\u00a0Jewish aides in the West Wing told CNN\u00a0how much it\u2019s meant to see a president stand up for them amid feelings of being suddenly unsafe and abandoned\u00a0or\u00a0of\u00a0doom-scrolling\u00a0through social media and seeing posts from friends either downplaying\u00a0the initial attacks and\u00a0the\u00a0burst of antisemitic incidents since\u00a0or\u00a0rationalizing them as deserved or inevitable.\n <\/p>\n

\n Already, several groups focused on Democratic politics around\u00a0Jewish Americans\u00a0and Israel told CNN they have seen support\u00a0for their causes\u00a0pick up, whether through new activists signing up or new checks from some of the same donors who have split with other organizations over what they\u00a0see as\u00a0insufficient condemnation of Hamas and antisemitism. Several groups, including the Jewish Democratic Council of America, have already run ads thanking and supporting the president.\n <\/p>\n

\n Mark Mellman, the founder of the Democratic Majority for Israel,\u00a0said his phone has been ringing almost every 10 seconds, whether to look for ways to buck up Biden or to support\u00a0candidates who have announced primary challenges to the House Democrats who have been less supportive of Israel.\n <\/p>\n

\n \u201cPro-Israel Democrats are through the roof. They\u2019re angry, upset, anxious to do something to stop this madness. One thing they can do is try to defeat these few anti-Israel members of Congress,\u201d Mellman said. \u201cBiden could be consolidating some pro-Israel voters in his direction, but also there is a surge in support that goes beyond voting, to carrying the message to friends, contributing, volunteering, going door-to-door, and engaging in other campaign work.\u201d\n <\/p>\n

\n Mellman and others predicted that next year would see a resurgence of Jewish Americans seeing themselves as single-issue voters on Israel and that they would gravitate toward Biden and aligned Democrats.\n <\/p>\n

\n Lauder is not sure.\n <\/p>\n

\n \u201cThere\u2019s no such thing as the Jewish vote,\u201d he said. \u201cIt\u2019s a year away, so many things can happen. You can\u2019t judge it.\u201d\n <\/p>\n

\n Pennsylvania Rep. Summer Lee,\u00a0who\u2019s been critical of Israel\u2019s actions in Gaza,\u00a0won a primary last year despite pro-Israel groups spending heavily against her.\u00a0She\u00a0is one of several Israel critics who has\u00a0already\u00a0attracted\u00a0a\u00a0primary\u00a0challenger for next year.\n <\/p>\n

\n \u201cWe have an obligation to speak up for human rights, and we have an obligation to protect defenseless people,\u201d Lee said in an interview, insisting that the primary challenge against her was not because of her position on Israel but \u201cbecause I am a vocal, progressive Black woman who speaks out against racial injustice, who speaks out against economic injustice and corporate abuse.\u201d\n <\/p>\n

\n Rushing to catch up on Muslim and Arab American outreach
\n<\/h2>\n

\n The\u00a0other piece of the outreach got off to a slower start, and when it came, the first thing that people on a list of top Muslim and Arab American supporters saw in an email from the White House was a typo adding a letter to the very first word of greeting: \u201cSalaams.\u201d Top\u00a0White House\u00a0advisers had to turn to aides like Dilawar Syed, the Pakistani-born deputy administrator of the Small Business Administration.\u00a0As\u00a0one of the highest-ranking\u00a0Muslims\u00a0in the Biden administration,\u00a0Syed spearheaded several\u00a0efforts, from\u00a0holding internal meetings\u00a0to serving as\u00a0the official representative sent to the vigil for\u00a0Wadea Al-Fayoume, the\u00a06-year-old\u00a0Palestinian\u00a0American boy\u00a0who was stabbed to death by his family\u2019s landlord because he was Muslim, authorities have said.\n <\/p>\n

\n People in the\u00a0White House\u00a0Roosevelt Room for\u00a0Biden\u2019s\u00a0meeting with a small group of Muslim leaders\u00a0from across\u00a0the country\u00a0described\u00a0a raw, emotional, nearly hourlong session with the president\u00a0\u2013\u00a0who several times waved away aides trying to get him to wrap \u2013\u00a0as he listened to their stories and told them about his own experiences with pain and grief.\n <\/p>\n

\n A few moments\u00a0stuck with them, like when Biden hugged one of the crying attendees and said, \u201cIt\u2019s going\u00a0to be OK.\u201d\n <\/p>\n

\n \u201cIt was clear to me he cares a lot. It was clear to me he is using the influence he has to get humanitarian assistance into Gaza,\u201d\u00a0Minnesota Attorney General Keith Ellison, the first Muslim elected to Congress and now the highest-ranking\u00a0Muslim elected official in America, told CNN about being at the\u00a0meeting with the president.\n <\/p>\n

\n In their own communities and\u00a0on\u00a0social media, people are keeping score: how many more days it took Biden to call\u00a0Al-Fayoume\u2019s family, for example, versus how quickly he called\u00a0hostages\u2019 families (before Biden\u2019s call,\u00a0Syed brought\u00a0to the vigil a letter\u00a0the president\u00a0wrote to the family, with a handwritten note sent later);\u00a0or\u00a0that\u00a0the administration\u2019s\u00a0announcement that it would work on\u00a0a national strategy against\u00a0Islamophobia\u00a0came months after\u00a0its\u00a0strategy against antisemitism was finished.\n <\/p>\n

\n In Minnesota and several other states, leaders of the Council on\u00a0American-Islamic\u00a0Relations (CAIR) issued ultimatums:\u00a0If\u00a0Biden didn\u2019t support a ceasefire by the beginning of last week, he would lose the votes of tens of thousands of Muslims\u00a0in 2024.\n <\/p>\n

\n \u201cThis is already foregone. Why are we even saying it as if he still has a chance to win back the vote?\u201d Jaylani Hussein, the Minnesota CAIR chapter\u2019s executive director, told CNN in an interview. \u201cEven in Trump\u2019s time, it was not as bad as feeling as helpless about a situation you thought could get better when you voted for Biden.\u201d\n <\/p>\n

\n Hussein dismissed the idea that the anger will fade\u00a0before November 2024\u00a0if the conflict peters out into a new stalemate. With so many videos of the devastation in circulation online, he predicted, \u201ceverybody will remember it like the same day it happened.\u201d\n <\/p>\n

\n That and the potential for a larger deflation\u00a0in support among\u00a0younger voters has\u00a0Biden campaign\u00a0operatives\u00a0more uneasy than they might normally be about the impact of foreign policy in an election a year away.\n <\/p>\n

\n \u201cWe don\u2019t just need people to vote next year, we need them to wait in line for a few hours,\u201d said an experienced Democratic operative worried about\u00a0the moment becoming a\u00a0breaking point\u00a0for many\u00a0younger voters in a way that the older leaders in the White House and Congress may not be fully attuned to. \u201cWe don\u2019t have a huge cushion to let a bunch of people stay home.\u201d\n <\/p>\n

\n Ellison said more public expressions of sympathy from\u00a0Biden\u00a0would help, but he is confident that\u00a0drawing\u00a0a contrast\u00a0with\u00a0Trump will get\u00a0the president\u00a0there.\n <\/p>\n

\n \u201cI think Muslim\u00a0Americans know,\u201d\u00a0Ellison said, \u201cthat the alternative is Mr. Muslim Ban.\u201d\n <\/p>\n
